PROVINCIAL PLANNING AND MONITORINGProvincial Planning and Monitoring Unit of the Central Provincial Council functions as the heart of the provincial planning process. This falls directly under the Chief Secretary of the Central Province responsible for overall planning, monitoring and progress review of development projects and programmes performed by the Ministries and Departments at sub-national level. Furthermore it involves maintaining and coordinating the provincial progress monitoring system. Also the Unit plays a crucial role when it comes to Public Private Partnerships (PPP). The Unit also takes the leadership role in eliminating the inequality in resource distribution in the province to ensure the equitable access to resources to all of the Central Province’s population.

  5. Minimizing unequal distribution of regional resources

Objectives

  • Forecast on socioeconomic development sources in the province.
  • Preparation of long term sectoral development plans and provincial investment programmes.
  • Identification of programmes and strategies on ongoing provincial development  activities  and  evaluate their feasibility.
  • Investigate development targets by evaluating and monitoring the development activities by using the Management Information System.
  • Evaluate policies, development programmes and projects of the provincial ministries and departments and review their benefits, results, and problems.
  • Fulfill the needs of data requirements of the province by updating the data and information system.

Main Programs

Manifesto

The preparation of the manifesto and coordination of all Ministries, Departments and Institutions when preparing policies implemented under each subjects according to the powers bestowed on the Central Provincial Council is done by the Provincial Planning and Monitoring Unit. The annual manifesto is declared by the governor at the Council meeting and all the provincial Ministries, departments and institutions prepare their programs according to the manifesto.

Capital Budgetary Statement

The budgetary statement demonstrate how provisions are being allocated for programs implemented under the ministries and institutions of the province and how those provisions are invested after the estimating the Annual income and expenditure. In this course all coordination work and preparation of the budgetary statement is the duty of the Deputy Chief Secretary (Planning). Each year in the main term, the Budgetary Statement for the upcoming year is presented to the Provincial council by the Hon. Chief Minister.

Annual Development Plan - 2013

The Annual Development Plan is prepared under the institutional results strategy according to the Central Provincial Result oriented Development Plan on the advices of the finance commission avoiding duplication by acclimatizing to the projects and programs implemented under the National Policies prepared by the Ministries and Departments of the Central Government and to the Governments development policy frame work based on “Mahinda Chinthanaya”. In this course Cost Effective Construction Technology is maximally used.

Projects are implemented ministry wise and department wise according to the annual provincial development plan which is prepared under the guidelines of the finance commission.

Monitoring and Supervising

Managing all capital investments under the administration of the Central Provincial Council is done by the Planning and Monitoring Unit. Monitoring and supervising the progress of all investments done by the Central Provincial Chief Secretariat, Ministries, Departments, and other Institutions.

Specially the progress of the investments done under Provincial development rewards, budgetary provisions, foreign projects and line ministries is monitored and regulated by the planning and monitoring unit.

Using the data collected through monitoring to increase productivity, upgrade management and also sharing them with other institutions is a main task of this unit. It is expected to provide better benefits for the people of the central province.


Data Bank

The data bank which was established in 1994 under the planning and monitoring unit is being updated every five years. Every five years a basic data census is done with the help of the GramaSevekas of the province.
Through this,socioeconomic data, bio data and other current data is being collected. It directs the attention on various sections including population, number of houses, families, employment and unemployment rates, education, land usage, postal, banking and other social services.
In order to facilitate the usage, the data and information in the data bank is prepared into a hand book of Socioeconomic records.
The information in this data bank which is being continuously updated is being shared with various institutions such as political authority, government organizations, departments, provincial councils, banks and private companies, foreign funded projects, universities and colleges, when requested to be used in the preparation of development plans etc.


Kandurata Udanaya

It is a media mission in order to create awareness among people on provincial development work and generate information. It is issued once in every three months.


Operations Unit

The operations unit was established in the new provincial council complex under the monitoring of the planning section in order to collect data and analyze and display data on the central province. This unit which is open for external sources also provides facilities not only for the people of central province but also for all local and foreign communities.
